Offer Choices
Toddlers often become frustrated by their lack of control in many situations. You can mitigate this by offering choices within limits. Being in the practice of allowing your child to make some decisions will help them feel less powerless in their current circumstances, as well as in future ones.
When your toddler has an outburst, ask them if they'd rather calm down in their bedroom or yours. If they're fighting bedtime, let them select which pajamas they'd like to wear.
